Introduction
This psalm was penned at a time then the church of God was brought low and trampled upon; some think it was when the Jews were captives in Babylon, though that was not the only time that they were insulted over by the proud. The psalmist begins as if he spoke for himself only (Psa 123:1), but presently speaks in the name of the church. Here is, I. Their expectation of mercy from God (Psa 123:1, Psa 123:2). II. Their plea for mercy with God, (Psa 123:3, Psa 123:4). In singing it we must have our eye up to God's favour with a holy concern, and then an eye down to men's reproach with a holy contempt. A song of degrees.

INTRODUCTION TO PSALM 123 A Song of degrees. This psalm is not thought to be written by David, but by some other person in later times; and at a time, as is clear, when the people of God were much exposed to the scorn and contempt of men. Dr. Patrick thinks it was written by some pious person; perhaps by Isaiah, in Hezekiah's time, when Rabshakeh poured out his contempt on God, on the king and the people. Others are of opinion, it was written by one of the Babylonish captivity, when the Jews were jeered by the Babylonians, and they tauntingly asked them to sing one of the songs of Zion; and scornfully said of Jerusalem, Is this the city men call the perfection of beauty, the joy of the whole earth? So Aben Ezra says, the psalmist speaks of a great man of the generation, which was in captivity or in a siege; and Kimchi says, that he speaks in the language of the children of the captivity; to which agrees the Syriac inscription, "it is said in the person of Zorobabel, the prince of the captives.'' Others think it was composed in the times of Antiochus, the little horn prophesied of by Daniel, whose look was more stout than his fellows; who magnified himself against God and his people, profaned the sanctuary, and took away the daily sacrifice: and others are of opinion it was written a little before the coming of Christ, in the person of those who were waiting for it, and spiritual redemption and salvation by it; and who were scorned and derided by the proud Scribes and Pharisees.

Behold, as the eyes of servants look unto the hand of their masters; and as the eyes of a maiden unto the hand of her mistress,.... To direct them in their work and business, to point out unto them what they shall do; which is often done by a motion of the hand of the master or mistress, or rap of their fingers without speaking (e), which the servant observes: or to help and assist them against their enemies, and protect them from them; servants unarmed, and molested in their masters' service, have no other to flee to for protection but them; so Aben Ezra: or to receive food and sustenance from them, as servants and maidens do, from their masters and mistresses, in whose service they are; see Pro 31:15; so Kimchi and Arama; the latter observes, that they have their food in a way of mercy, and not justice; contrary to what the apostle says, Col 4:1; or in order to receive their wages from them; see Job 7:2; so our eyes wait upon the Lord our God; look unto him for direction in his service. Saints are servants, not of sin, nor of Satan, nor of men, but of the Lord; and not on the foot of creation only, but of redemption, and are made so by the grace of God; and they are willing to work, and are desirous to know what they should do; they inquire of God; they wait upon him, in his word and ordinances, for direction; and, being informed, do it with all their might, and follow the Lamb wheresoever he goes or directs them: and they look unto him for strength to assist them therein, being conscious of their own weakness; they apply to him, and wait upon him for strength, and do all they do in his name and strength; they look unto him for protection from all their enemies, which are many and mighty, and are stronger than they; and for food, both temporal and spiritual, and for all the necessaries and comforts both of a corporeal and spiritual life; and likewise for the recompence of reward, the reward of the inheritance, which is of grace, and not of debt. Joseph Kimchi thinks that the allusion is to servants, that look to the hand of their masters that correct and chastise them, and bear it patiently; and look to the hand that smites, till it shall have done, and mercy is shown them. And thus the saints look to the chastising hand of God, and humble themselves under it, and patiently endure it, till the Lord shall please to remove it from them; and this agrees with what follows: until that he have mercy upon us; God is gracious and merciful; and he has his set time to have mercy on his people: and it becomes them to continue praying to him, and waiting on him, until he is pleased to show it to them; men should pray always, and not faint; they will find mercy in due time, Luk 18:1. The tax collector in the Gospel, therefore, acting properly, “did not wish even to lift up his eyes,” but on the other hand, the disciple who is present with Jesus would reasonably lift them up when he is given the command, “Lift up your eyes and see the fields, that they are already white to harvest.”2The prophet, too, says, “Lift up your eyes on high.” But in addition, in Psalm 122 (LXX), which is the fourth song of the gradual psalms, the prophet, when he has lifted up his eyes to God in a fitting manner, says, “To you who dwell in heaven I have lifted up my eyes. Behold as the eyes of servants are on the hands of their masters, as the eyes of a handmaid are on the hands of her mistress, so our eyes are on the Lord our God, until he has mercy on us.” And if we must also show more clearly for whom it is now proper to imitate Jesus by lifting up his eyes, in that he also lifts up his eyes, and for whom this is not proper, but who, like the tax collector, should not only stand far away from the temple but also not wish to lift up his eyes, we will quote the words of Daniel about the lawless elders who lusted after Susanna. The words are as follows: “And they perverted their own mind and turned their eyes away that they might not look to heaven or remember just judgments.” These words should be taken along with the following remarks made about Susanna, “But she, weeping, looked up to heaven, for her heart trusted in the Lord.” Notice in these words that those who perverted their own mind turned their eyes away that they might not look to heaven, but she who trusted in the Lord looked up to heaven as a result of her trust in the Lord.

Of course his reign will then commence in its fullness when his enemies begin to be under his feet. David also in the fourth Song of Ascents speaks thus, “Behold, as the eyes of servants look to the hand of their master, as the eyes of a maiden unto the hand of her mistress, so our eyes look to the Lord our God, until he has mercy on us.” Will the prophet, then, look to the Lord until he obtains mercy, and when mercy is obtained will he turn his eyes down to the ground, although elsewhere he says, “My eyes fail, looking for your salvation, and for your righteous promise”? I could accumulate countless instances of this usage and cover the verbosity of our assailant with a cloud of proofs; I shall, however, add only a few and leave the reader to find similar ones for himself.

What then follows, since he has said, "Unto You do I lift up my eyes"? [Psalm 123:2]. How have you lifted up your eyes? "Behold, even as the eyes of servants look unto the hand of their masters, and as the eyes of a maiden unto the hand of her mistress: even so our eyes wait upon the Lord our God, until He have mercy upon us." We are both servants, and a handmaiden: He is both our Master and our Mistress. What do these words mean? What do these similitudes mean? It is not wonderful if we are servants, and He our Master; but it is wonderful if we are a maiden, and He our Mistress. But not even our being a maiden is wonderful; for we are the Church: nor is it wonderful that He is our Mistress; for He is the Power and the Wisdom of God...When therefore you hear Christ, lift up your eyes to the hands of your Master; when you hear the Power of God and the Wisdom of God, lift up your eyes to the hands of your Mistress; for you are both servant and handmaiden; servant, for you are a people; handmaiden, for you are the Church. But this maiden has found great dignity with God; she has been made a wife. But until she come unto those spiritual embraces, where she may without apprehension enjoy Him whom she has loved, and for whom she has sighed in this tedious pilgrimage, she is betrothed: and has received a mighty pledge, the blood of the Spouse for whom she sighs without fear. Introduction
God honors the confidence of His people, by protection and deliverance, and leaves hypocrites to the doom of the wicked. (Psa 125:1-5) Mount Zion--as an emblem of permanence, and locality of Jerusalem as one of security, represent the firm and protected condition of God's people (compare Psa 46:5), supported not only by Providence, but by covenant promise. Even the mountains shall depart, and the hills be removed, but God's kindness shall not depart, nor His covenant of peace be removed (Isa 54:10). They that trust--are "His people," (Psa 125:2).

Deference, submission, and trust, are all expressed by the figure. In the East, servants in attending on their masters are almost wholly directed by signs, which require the closest observance of the hands of the latter. The servants of God should look (1) to His directing hand, to appoint them their work; (2) to His supplying hand (Psa 104:28), to give them their portion in due season; (3) to His protecting hand, to right them when wronged; (4) to His correcting hand (Isa 9:13; Pe1 5:6; compare Gen 16:6); (5) to His rewarding hand.
