Matthew Henry · 1662 Complete Commentary on the Whole Bible
Introduction
God, by the prophet, goes on in this chapter, as before, I. To encourage his people with the assurance of great blessings he had in store for them at their return out of captivity, and those typical of much greater which the gospel church, his spiritual Israel, should partake of in the days of the Messiah; and hereby he proves himself to be God alone against all pretenders (Isa 44:1-8). II. To expose the sottishness and amazing folly of idol-makers and idol-worshippers (Isa 44:9-20). III. To ratify and confirm the assurances he had given to his people of those great blessings, and to raise their joyful and believing expectations of them (Isa 44:21-28).

Introduction
INTRODUCTION TO ISAIAH 44 In this chapter the Lord comforts his people with the promise of the effusion of his Spirit, and the blessings of his grace upon them; the consequence of which would be fruitfulness in them, and the conversion of others, who should profess themselves the Lord's people, Isa 44:1, he proves his deity in opposition to all false gods from his eternity, omniscience, and foretelling future events, Isa 44:6, exposes the stupidity of idol makers and the worshippers of them, Isa 44:9, makes gracious promises of the remembrance of his people, the remission of their sins, and their redemption by Christ, Isa 44:21, of which redemption from Babylon was a type; and of that assurance is given, from the Lord's creating all things by his power; from his frustrating and infatuating diviners and wise men; from his fulfilling his predictions delivered by his prophets; and from his mentioning by name the instrument of their redemption, Cyrus, Isa 44:24, which makes way for a particular prophecy concerning him in the next chapter.

John Gill · 1697 Exposition of the Entire Bible
For I will pour water oh him that is thirsty,.... Or rather upon the thirsty land, as the Targum; and so the Syriac version, "in a thirsty place"; as a dry land is a thirsty land; it thirsts for water, gapes and opens for it: see Psa 63:1 "and floods upon the dry ground"; large quantities of rain to moisten it, and make it fruitful; these figurative expressions are explained in the next clauses: I will pour my Spirit upon thy seed, and my blessing upon thine offspring; by which "seed" and "offspring" are meant the spiritual seed of this remnant or little church of Christ among the Jews, in the first times of the Gospel: such as should be regenerated and converted in it, and who are signified by the "dry" and "thirsty" ground; for being made sensible of their desolate condition, their barrenness and unfruitfulness, they hungered and thirsted after righteousness; were desirous of Christ and his grace, and more knowledge of him, and eagerly sought after them; and to these are promised the Spirit, and his gifts and graces, compared to water, for its purifying, softening, fructifying, and refreshing nature, and for extinguishing thirst, and giving a real pleasure and delight; see Eze 36:25 and the abundance thereof is signified by "floods" of water; for in first conversion especially, there is an abounding, yea a superabounding of the grace of God; it is a well of living water; yea, out of the believer flow rivers of living water, Joh 4:14 and this grace of the Spirit is always a blessing: and indeed all the blessings of grace go along with it, as to the manifestation and application of them as justification, pardon of sin, adoption, &c.; here perhaps a more special regard is had to the extraordinary effusion of the Spirit, on the day of Pentecost, when the apostles of Christ being furnished with his gifts and graces, were fitted to go forth with the "fullness of the blessing" of the Gospel of Christ. The Targum of the whole is, "for as waters are given upon the thirsty land, and they flow upon the dry land, so will I give my Holy Spirit on thy children, and my blessing upon thy children's children;'' a succession of converts in the Christian church.

On the Holy Spirit 1.7.89
God himself testifies that the Holy Spirit presides over his blessings, saying, “I will put my Spirit on your seed and my blessings on your children.” For no blessing can be full except through the inspiration of the Holy Spirit.

Commentary on Isaiah
(Chapter 44, verse 3 and following) For I will pour water on the thirsty land and streams on the dry ground; I will pour out my spirit on your offspring, and my blessing on your descendants. They will sprout among the grass, like willows by flowing streams. He will say, 'I am the Lord's,' and another will name himself by the name of Jacob, and another will write on his hand, 'The Lord's,' and adopt the name of Israel. LXX: I will pour water on the thirsty land and streams on the dry ground; I will pour out my Spirit on your offspring, and my blessings on your descendants. And they shall spring up as among the grass, and as willows by the water courses. One shall say, I am the Lord's: and another shall call himself by the name of Jacob: and another shall subscribe with his hand unto the Lord, and surname himself by the name of Israel. Therefore, do not be afraid, Jacob and Israel, for I will pour out water on the thirsty and the dry land, of which it has often been said: 'I will pour out, or I will put my spirit upon your offspring, and my blessing upon your descendants, who will be born again in water and the Holy Spirit in baptism. This promise was also made by the Savior in the Gospel, when he said: 'Let anyone who is thirsty come to me and drink.' And immediately he brings in: Now he said this about the Holy Spirit, whom those who believed in him were to receive (John 7). He also compares those who are reborn in baptism to evergreen herbs and willows that grow by flowing waters, and he brings forth fruits against nature, which was previously barren, or whose seed, when consumed as food, renders them barren. This is indeed read in the first psalm: And he shall be like a tree planted beside the running waters, which shall yield its fruit in due season, and its leaf shall not fall. Others among the herbs and the growing willows understand a twofold calling: that the people of the nations be in the herbs; in the willows, those who believed from Israel. And at the same time it describes the variety of believers: One will say, 'I am of the Lord', who trusts in the works of righteousness within himself; another will call, it is understood, 'sinners to repentance in the name of Jacob', so that they themselves may uproot vices and sins. Another will write with his own hand, 'I belong to God'. Or as they translated it in the Septuagint, he will write in his hand: I am of God, so that he may boast in the new apprenticeship of the service of Christ. And he will be assimilated in the name of Israel. For not all from Israel, but a great part from the multitude of the Gentiles, will be assimilated in the name of Israel, so that he may receive the Law and the Prophets, and all the graces of the Holy Spirit that were promised to the Israelite people.

COMMENTARY ON ISAIAH 13:44.1-3
He does not cease to make mention of the creation and of his kindness after the creation.… You will not be alone in enjoying my benefits, he says, for the thirsty nations will also drink from the streams of salvation, thanks to your descendants.… He is addressing those who are in Babylon, yet it is not to them but to their descendants that he promises to give the grace of the Spirit.… Here the prophetic text, having promised to give water to those traveling through a dry land, has shown through whom he will give it. “I will set my Spirit on your seed and my blessing on your children.”

Commentary on Isaiah
Third, he sets out a promise, where it says, I will pour out. And first, he promises divine benefit as to temporal things: I will pour out waters, that is, consolations: I will pour upon you clean water (Ezek 36:25); as to spiritual things, I will pour out my spirit; and my blessing upon your stock, as to the multiplication of gifts: I will pour out my spirit upon all flesh (Joel 2:28).

Commentary on Isaiah
The Spirit is given to beginners: for the principle of live-giving: the spirit came into them, and they lived (Ezek 37:10); for the laver of renovation: by the laver of regeneration and renovation of the Holy Spirit (Titus 3:5–6); for the privilege of adoption: you have received the spirit of adoption (Rom 8:15). To those making progress: to instruct the intellect: but the Paraclete, the Holy Spirit, whom the Father will send in my name, he will teach you all things (John 14:26); to refresh the affections: my spirit is sweet above honey (Sir 24:27[20]); to assist action: the Spirit also helps our infirmity (Rom 8:26). To the perfect: as the benefit of liberty: where the Spirit of the Lord is, there is liberty (2 Cor 3:17); as the bond of unity: careful to keep the unity of the Spirit in the bond of peace (Eph 4:3); as the pledge of their inheritance: you were signed with the holy Spirit of promise, who is the pledge of our inheritance (Eph 1:13–14).
