Introduction
In this chapter, I. The Ephraimites are reproved and threatened for their pride and drunkenness, their security and sensuality (Isa 28:1-8). But, in the midst of this, here is a gracious promise of God's favour to the remnant of his people (Isa 28:5, Isa 28:6). II. They are likewise reproved and threatened for their dulness and stupidity, and unaptness to profit by the instructions which the prophets gave them in God's name (Isa 28:9-13). III. The rulers of Jerusalem are reproved and threatened for their insolent contempt of God's judgments, and setting them at defiance; and, after a gracious promise of Christ and his grace, they are made to know that the vain hopes of escaping the judgments of God with which they flattered themselves would certainly deceive them (Isa 28:14-22). IV. All this is confirmed by a comparison borrowed from the method which the husbandman takes with his ground and grain, according to which they must expect God would proceed with his people, whom he had lately called his threshing and the corn of his floor (Isa 21:10) (Isa 28:23-29). This is written for our admonition, and is profitable for reproof and warning to us.

INTRODUCTION TO ISAIAH 28 In this chapter the ten tribes of Israel and the two tribes of Judah and Benjamin, are threatened with divine judgments, because of their sins and iniquities mentioned. The ten tribes, under the name of Ephraim, for their pride and drunkenness, Isa 28:1 the means of their destruction, the Assyrian monarch, compared to a hail storm, and a flood of mighty waters, Isa 28:2 which destruction, for their sins, is repeated, and represented as sudden and swift; when they would be like a fading flower and hasty fruit, Isa 28:3 and then, as for the two tribes, though they had a glorious prince at the head of them, who had a spirit of wisdom and judgment for government, and of valour and courage for war, Isa 28:5 yet the generality of the people, led on by the example of priest and prophet, went into the same sensual gratifications as they of the ten tribes did, Isa 28:7 and became sottish and unteachable, and were like children just taken from the breast, and to be used as such, Isa 28:9 and though the doctrine proposed to be taught them was such as, if received, would be of the greatest advantage to them, for their comfort and refreshment, yet it was refused by them with the utmost contempt; which was to be their ruin, Isa 28:12, wherefore the rulers of Jerusalem are threatened with the judgments of God, which should come upon them night and day, the report of which would be a vexation to them; and from which they should not be screened by their covenant with death and hell, or by their shelters and coverings with lies and falsehood, in which they placed their confidence, Isa 28:14 in the midst of which account, for the comfort of the Lord's people, stands a glorious prophecy, concerning the sure foundation laid in Zion, on which all that are built are safe and happy, Isa 28:16 and the certainty of these judgments is illustrated by the method which the ploughman takes in sowing his corn, and threshing it out; for which he has instruction and direction from the Lord of hosts, Isa 28:23.

And your covenant with death shall be disannulled,.... Or, "be besmeared" (x), or daubed over, as the ark was with pitch, Gen 6:14 where the same word is used as here; so that it shall not be legible, as any writing that is blotted out by ink, or any other liquor, so that it cannot be read; in like manner this their covenant with death should be so obliterated, that the articles of it could not be made out, and so of no force; thus the Targum renders it, "shall be made void;'' See Gill on Isa 28:15, and your agreement with hell shall not stand; or "vision", or "provision" (y); which they had made by compact, with the greatest care, caution, and foresight, to secure themselves from destruction, would be found insufficient. The Targum is, "and our peace, which was with the destroyer, shall not stand;'' See Gill on Isa 28:15, when the overflowing scourge shall pass through: the land of Judea and the city of Jerusalem; See Gill on Isa 28:15, then shall ye be trodden down by it: though they flattered themselves it should not come near them, yet it would; and they would not be able to stand before it, but would be thrown down, and trampled upon by it as the mire of the streets; see Luk 21:24. Discourse awhile on our present heavy blow, about the just judgments of God, whether we grasp their meaning or are ignorant of their great depth. How again “mercy is put in the balance,” as holy Isaiah declares. For goodness is not without discernment, as the first laborers in the vineyard fancied, because they could not perceive any distinction between those who were paid alike. [Perceive] how anger, which is called “the cup in the hand of the Lord” and “the cup of falling which is drained,” is in proportion to transgressions, even though he shows mercy to every one according to what they are due and dilutes with compassion the unmixed draught of his wrath. For he inclines from severity to indulgence toward those who accept chastisement with fear, and who after a slight affliction conceive and are in pain with conversion, and bring forth the perfect spirit of salvation. But nevertheless he reserves the dregs, the last drop of his anger, that he may pour it out entire upon those who, instead of being healed by his kindness, grow obdurate, like the hard-hearted Pharaoh, that bitter taskmaster, who is set forth as an example of the power of God over the ungodly.

The Judge wishes to have mercy on you and to share his own compassion, but on condition that he finds you humble after sin, contrite, lamenting much for your evil deeds, announcing publicly without shame sins committed secretly, begging the brothers to labor with you in reparation. In short, if he sees that you are worthy of pity, he provides his mercy for you ungrudgingly. But if he sees your heart unrepentant, your mind proud, your disbelief of the future life and your fearlessness of the judgment, then he desires the judgment for you. [This is like] a reasonable and kind doctor [who] tries at first with hot applications and soft poultices to reduce a tumor. But, when he sees that the mass is rigidly and obstinately resisting, casting away the olive oil and the gentle method of treatment, he prefers henceforth the use of the knife. Therefore [God] loves mercy in the case of those repenting, but he also loves judgment in the case of the unyielding. Isaiah says some such thing, too, to God: “Your mercy in measure.” For he compares the mercy with the judgment of him who gives compensation by scale and number and weight according to the deserts of each.

If the coming storm passes, you will be trampled by it. And God also promises to put judgment in Him: For the Father does not judge anyone, but he has given all judgment to the Son (John V, 22). And justice or mercy in measure, in order to render to each according to his works, and to temper justice and mercy with each other, according to what we also read in the Psalms: Mercy and truth have met each other: justice and peace have kissed (Ps. LXXXIV, 11). He also says that your hope and falsehood, that is, the devil, the father of all falsehood, will overthrow the hailstorm of my punishments. And the protection, under which you thought you would be safe, a powerful storm and a multitude of waters will destroy, so that the friendship and treaty that you had with death and with Hell, that is, with the devil, may perish eternally. "Drunkards," literally (Isa 28:7-8; Isa 5:11, Isa 5:22; Amo 4:1; Amo 6:1-6) and metaphorically, like drunkards, rushing on to their own destruction. beauty . . . flower--"whose glorious beauty or ornament is a fading flower." Carrying on the image of "drunkards"; it was the custom at feasts to wreathe the brow with flowers; so Samaria, "which is (not as English Version, 'which are') upon the head of the fertile valley," that is, situated on a hill surrounded with the rich valleys as a garland (Kg1 16:24); but the garland is "fading," as garlands often do, because Ephraim is now close to ruin (compare Isa 16:8); fulfilled 721 B.C. (Kg2 17:6, Kg2 17:24).

As the corner-stone stands most perpendicular and exactly proportioned, so Jehovah, while holding out grace to believers in the Foundation-stone, will judge the scoffers (Isa 28:15) according to the exact justice of the law (compare Jam 2:13). hail--divine judgment (Isa 30:30; Isa 32:19).
