Introduction
Syria and Ephriam were confederate against Judah (Isa 7:1, Isa 7:2), and, they being so closely linked together in their counsels, this chapter, though it be entitled "the burden of Damascus" (which was the head city of Syria), reads the doom of Israel too. I. The destruction of the strong cities both of Syria and Israel is here foretold (Isa 17:1-5 and Isa 17:9-11). II. In the midst of judgment mercy is remembered to Israel, and a gracious promise made that a remnant should be preserved from the calamities and should get good by them (Isa 17:6-8). III. The overthrow of the Assyrian army before Jerusalem is pointed at (Isa 17:12-14). In order of time this chapter should be placed next after ch. 9, for the destruction of Damascus, here foretold, happened in the reign of Ahaz, Kg2 16:9.

INTRODUCTION TO ISAIAH 17 This chapter contains a prophecy of the ruin of Syria and Israel, the ten tribes; who were in alliance; and also of the overthrow of the Assyrian army, that should come against Judah. The destruction of Damascus, the metropolis of Syria, and of other cities, is threatened, Isa 17:1 yea, of the whole kingdom of Syria, together with Ephraim or the ten tribes, and Samaria the head of them, Isa 17:3 whose destruction is expressed by various similes, as by thinness and leanness, and by the reaping and gathering of corn, Isa 17:4 and yet a remnant should be preserved, compared to gleaning gapes, and a few berries on an olive tree, who should look to the Lord, and not to idols, Isa 17:6 and the reason of the desolation of their cities, and of their fields and vineyards, was their forgetfulness of the Lord, Isa 17:9 and the chapter is closed with a prophecy of the defeat of the Assyrian army, who are compared for their multitude and noise to the seas, and to mighty waters, and the noise and rushing of them, Isa 17:12 and yet should be, at the rebuke of God, as chaff, or any small light thing, before a blustering wind, Isa 17:13 and who, in the evening, would be a trouble to the Jews, and be dead before morning; which was to be the portion of the spoilers and plunderers of the Lord's people, Isa 17:14.

The cities of Aroer are forsaken,.... The inhabitants of them being slain, or carried captive, or obliged to flee. Aroer was a city by the river Arnon, on the borders of Moab and Ammon, Deu 2:36, Deu 3:12, it was originally in the hands of the Amorites, and sometimes in the hands of the Moabites and Ammonites: it was given by Moses to the Reubenites and, Gadites, from whom it was taken by the Syrians, and in whose possession it seems to have been at this time; see Kg2 10:33 though Jarchi thinks it was now in the hands of Pekah king of Israel, and said to be forsaken, because the Reubenites and Gadites were now carried captive. Jerom (m) says it was seen in his time, upon the top of the mountain. Here it seems to designs a country of this name, in which were many cities. Grotius thinks it was a tract of land in Syria, the same with the Aveira of Ptolemy (n). Vitringa is of opinion that Damascus itself is meant, which was a double city, like that divided by the river Chrysorrhoas, as this was by Arnon. They shall be for flocks which shall lie down; instead of houses, there should be sheepcotes and shepherds' tents, and instead of men, sheep; and where streets were, grass would grow, and flocks feed and lie down; which is expressive of the utter desolation of these cities, or this tract of ground: and none shall make them afraid; the flocks of sheep, timorous creatures, easily frightened; but so great should be the depopulation now, there would be no man upon the spot, or any pass by, to give them any disturbance. (Verse 2) The deserted cities will be for flocks, and they will rest there, and there will be no one to frighten them away. The deserted cities, Aroer, that is, Myrhae, will be for the Ecclesiastical flocks, so that we may inhabit those which the Jews deserted: whether the destroyed idolatry will be rebuilt as the Gospel. And we see that this has been fulfilled in our times: the Serapeum in Alexandria and the temple of Marnas in Gaza have arisen as churches of the Lord, and the cities of Aroer have been prepared for the Evangelical flocks. Aroer, that is, myrice, grows in desert places, according to what is written in the curse of the man who trusts in man and departs from the Lord: He shall be like a myrtle in the desert and shall not see when good comes; but he shall dwell in dryness, in the desert, in a land of saltness and uninhabitable. So those who were once in the desert of the Gentiles, and hated the name of Christians, will serve the flocks of Christ, who will find rest in them, and there will be no one to frighten them, for the Lord will dwell among them, and with the Shepherd present, they will not be able to fear the wolf.

Second, as to the neighboring region: of Aroer, that is, of that region of Syria, in which there are many cities; or Aroer, which is Hebrew for "tamarisk," as if to say: as places where tamarisks abound are barren and abandoned to pasturage for sheep, so will the cities of Syria be; there shall be none to make them afraid, for, because of their solitude, there will not even be thieves there; or because they will not be useful for other fruit, as flocks are frightened by vineyards and farmland, below: nettles shall grow up in its houses (Isa 34:13).

This chapter begins with setting forth the very strong bias which the people of Judah had to idolatry, with the fatal consequences, Jer 17:1-4. The happiness of the man that trusted in Jehovah is then beautifully contrasted with the opposite character, Jer 17:5-8. God alone knows the deceitfulness and wretchedness of the heart of man, Jer 17:9, Jer 17:10. The comparison of a bird's hatching the eggs of another of a different species, which will soon forsake her, is highly expressive of the vanity of ill-acquired riches, which often disappoint the owner, Jer 17:11. The prophet continues the same subject in his own person, appeals to God for his sincerity, and prays that the evil intended him by his enemies may revert on their own heads, Jer 17:12-18. The remaining part of the chapter is a distinct prophecy relating to the due observance of the Sabbath, enforced both by promises and threatenings, Jer 17:19-27.

The cities of Aroer are forsaken "The cities are deserted for ever" - What has Aroer on the river Arnon to do with Damascus? and if there be another Aroer on the northern border of the tribe of Gad, as Reland seems to think there might be, this is not much more to the purpose. Besides, the cities of Aroer, if Aroer itself is a city, makes no good sense. The Septuagint, for ערער aroer, read עדי עד adey ad, εις τον αιωνα, for ever, or for a long duration. The Chaldee takes the word for a verb from ערה arah, translating it חרבו cherebu, devastabuntur, "they shall be wasted." The Syriac read עדועיר adoeir. So that the reading is very doubtful. I follow the Septuagint as making the plainest sense.
