This chapter continues and concludes the burden of Moab. In it, I. The prophet gives good counsel to the Moabites, to reform what was amiss among them, and particularly to be kind to God's people, as the likeliest way to prevent the judgments before threatened (Isa 16:1-5). II. Fearing they would not take this counsel (they were so proud), he goes on to foretel the lamentable devastation of their country, and the confusion they should be brought to, and this within three years (Isa 16:6-14).

INTRODUCTION TO ISAIAH 16 This chapter is a continuation of the prophecy against Moab; in which the prophet gives good advice, but in case of a haughty neglect of it, which he foresaw, threatens with ruin, and fixes a time for it. He advises the Moabites to pay their tribute to the king of Judah, or otherwise they should be turned out of their land, as a bird out of its nest, Isa 16:1 to protect, and not betray the people of the Jews that should flee to them, because of the Assyrian army, Isa 16:3 and for this end gives a great character of the king of Judah, and assures them of the stability of his kingdom, Isa 16:5 but for their pride, wrath, and lying, they are threatened with destruction, and are represented as howling under it, Isa 16:6 because of the spoil of their cities, vineyards, and fields, so that they have no harvest, nor vintage, nor gathering of summer fruits, or joy on these accounts, Isa 16:8 for which even the prophet expresses a concern, Isa 16:11 and after having observed the application of the Moabites to their gods without success, Isa 16:12 the chapter is closed with an assurance of the certain ruin of Moab, and of the time when it should be, Isa 16:13.

Or, "otherwise it shall be" (z); if ye do not pay this tribute: that as a wandering bird cast out of the nest: or, "as a wandering bird, the nest sent out": that is, as a bird that has forsaken its nest, and wanders about, and its young ones are turned out of the nest, scarcely fledged, and unable to shift for themselves, but flutter about here and there, trembling and frightened, see Pro 26:2, so the daughters of Moab shall be at the fords of Arnon: turned out of their houses, wandering up and down, not knowing where to go; unable to help themselves, and in the utmost fright and consternation, fleeing to the very borders of their land, as the fords of Arnon were, see Num 21:13. Send forth the lamb, the ruler of the earth, from the rock of the desert to the mount of the daughter of Zion.” The interpretation that we provide is not history but prophecy. For every prophecy is enveloped in enigmas and precise statements; while it is speaking of one thing, it moves to another, for if it were to preserve the written order it would be a narrative, not a prophecy. This then is the meaning: O Moab, in whom the lion is about to rage and from whom no one who remains can be saved, take consolation in this: the immaculate Lamb who will take away the sins of the world, he who shall rule the world, will come forth from you. From the rock of the desert—that is, from Ruth, who was widowed when her husband died—Obed was begotten from Boaz and Jesse from Obed and David from Jesse and Christ from David. We will interpret the mount of the daughter of Zion to be either the city of Jerusalem herself or, according to a holy understanding, the church which should be established at the summit of the virtues.

Then, as for Job, that pattern of patience, what mysteries are there not contained in his discourses? Commencing in prose the book soon glides into verse and at the end once more reverts to prose. By the way in which it lays down propositions, assumes postulates, adduces proofs and draws inferences, it illustrates all the laws of logic. Single words occurring in the book are full of meaning. To say nothing of other topics, it prophesies the resurrection of humankind’s bodies at once with more clearness and with more caution than anyone has yet shown. “I know,” Job says, “that my redeemer lives, and that at the last day I shall rise again from the earth; and I shall be clothed again with my skin, and in my flesh shall I see God. Whom I shall see for myself, and mine eyes shall behold, and not another. This my hope is stored up in my own bosom.” I will pass on to Joshua, son of Nun3—a type of the Lord in name as well as in deed—who crossed over Jordan, subdued hostile kingdoms, divided the land among the conquering people and who, in every city, village, mountain, river, hill-torrent and boundary which he dealt with, marked out the spiritual realms of the heavenly Jerusalem, that is, of the church. In the book of Judges every one of the popular leaders is a type. Ruth the Moabite fulfills the prophecy of Isaiah: “Send you a lamb, O Lord, as ruler of the land from the rock of the wilderness to the mount of the daughter of Zion.” Under the figures of Eli’s death and the slaying of Saul, Samuel shows the abolition of the old law. Again in Zadok and in David he bears witness to the mysteries of the new priesthood and of the new royalty. The third and fourth books of Kings called in Hebrew Malachim give the history of the kingdom of Judah from Solomon to Jeconiah, and of that of Israel from Jeroboam the son of Nebat to Hosea, who was carried away into Assyria. If you merely regard the narrative, the words are simple enough, but if you look beneath the surface at the hidden meaning of it, you find a description of the small numbers of the church and of the wars that the heretics wage against it. The twelve prophets whose writings are compressed within the narrow limits of a single volume have typical meanings far different from their literal ones. Hosea speaks many times of Ephraim, of Samaria, of Joseph, of Jezreel, of a wife of whoredoms and of children of whoredoms, of an adulteress shut up within the chamber of her husband, sitting for a long time in widowhood and in the garb of mourning, awaiting the time when her husband will return to her. Joel the son of Pethuel describes the land of the twelve tribes as spoiled and devastated by the palmerworm, the cankerworm, the locust and the blight. He predicts that after the overthrow of the former people the Holy Spirit shall be poured out upon God’s servants and handmaids;8 the same spirit, that is, which was to be poured out in the upper chamber at Zion upon the 120 believers. These believers rising by gradual and regular gradations from one to fifteen form the steps to which there is a mystical allusion in the “psalms of degrees.” Amos, although he is only “a herdsman” from the country, “a gatherer of sycamore fruit,” cannot be explained in a few words.

A future restoration however is intimated, Jer 16:14, Jer 16:15, after these calamities should be endured, Jer 16:16-18; and the conversion of the Gentiles is foretold, Jer 16:19-21.

CONTINUATION OF THE PROPHECY AS TO MOAB. (Isa 16:1-14) lamb--advice of the prophet to the Moabites who had fled southwards to Idumea, to send to the king of Judah the tribute of lambs, which they had formerly paid to Israel, but which they had given up (Kg2 3:4-5). David probably imposed this tribute before the severance of Judah and Israel (Sa2 8:2). Therefore Moab is recommended to gain the favor and protection of Judah, by paying it to the Jewish king. Type of the need of submitting to Messiah (Psa 2:10-12; Rom 12:1). from Sela to--rather, "from Petra through (literally, 'towards') the wilderness" [MAURER]. "Sela" means "a rock," Petra in Greek; the capital of Idumea and Arabia-PetrÃ&brvbra; the dwellings are mostly hewn out of the rock. The country around was a vast common ("wilderness") or open pasturage, to which the Moabites had fled on the invasion from the west (Isa 15:7). ruler of the land--namely, of Idumea, that is, the king of Judah; Amaziah had become master of Idumea and Sela (Kg2 14:7).

But just because this lion is Judah and its government, the summons goes forth to the Moabites, who have fled to Edom, and even to Sela, i.e., Petra (Wady Musa), near Mount Hor in Arabia Petraea, to which it gave its name, to turn for protection to Jerusalem. "Send a land-ruler's tribute of lambs from Sela desert-wards to the mountain of the daughter of Zion." This v. is like a long-drawn trumpet-blast. The prophecy against Moab takes the same turn here as in Isa 14:32; Isa 18:7; Isa 19:16., Isa 23:18. The judgment first of all produces slavish fear; and this is afterwards refined into loving attachment. Submission to the house of David is Moab's only deliverance. This is what the prophet, weeping with those that weep, calls out to them in such long-drawn, vehement, and urgent tones, even into the farthest hiding-place in which they have concealed themselves, viz., the rocky city of the Edomites. The tribute of lambs which was due to the ruling prince is called briefly car mōshēl-'eretz. This tribute, which the holders of the pasture-land so rich in flocks have hitherto sent to Samaria (Kg2 3:4), they are now to send to Jerusalem, the "mountain of the daughter of Zion" (as in Isa 10:32, compared with Isa 18:7), the way to which lay through "the desert," i.e., first of all in a diagonal direction through the Arabah, which stretched downwards to Aelath.

"The daughters of Moab," like "the daughters of Judah," for example, in Psa 48:12, are the inhabitants of the cities and villages of the land of Moab. They were already like birds soaring about (Pro 27:8), because of their flight from their own land; but here, as we may see from the expression תהיינה ... והיה, the simile is intended to depict the condition into which they would be thrown by the prophet's advice. The figure (cf., Isa 10:14) as well as the expression (cf., Isa 17:2) is thoroughly Isaiah's. It is a state of anxious and timid indecision, resembling the fluttering to and fro of birds, that have been driven away from their nest, and wheel anxiously round and round, without daring to return to their old home. In this way the daughters of Moab, coming out of their hiding-places, whether nearer or more remote, show themselves at the fords of the Arnon, that is to say, on the very soil of their old home, which was situated between the Arnon and Wady el-Ahsa, and which was now devastated by the hand of a foe. לארנון מעברות we should regard as in apposition to benoth Moab (the daughters of Moab), if ma‛bâroth signifies the coast-lands (like ‛ebrē in Isa 7:20), and not, as it invariably does, the fords. It is locative in its meaning, and is so accentuated.
